Appropriations Requests

Senator Brown is working to bring vital funding to Ohio that will create jobs and put Ohio’s economy on a new path for success.  Ohio’s middle class families are facing the worst recession since the Great Depression and rising unemployment well above the national average.  Over the last decade, Ohio has suffered massive cuts to critical programmatic funding.

Every year, Congress sets aside important funding for state projects that will create jobs, improve schools, and help strengthen local economies.

To help put Ohioans back to work, expand access to health care and education, protect the vulnerable, and invest in Ohio’s infrastructure, Senator Brown is requesting federal funds that will build on Ohio’s regional strengths and promote job creation and business growth.

Senator Brown requested the following projects to the Senate Committee on Appropriations for consideration.

Fiscal year 2010 Financial Services and General Government Subcommittee

Project:  Business Succession Planning Program
Requestor:  Ohio Employee Ownership Center at Kent State
Location:  Kent, Ohio
Amount:  $250,000
Description and interest of taxpayer:  The Ohio Employee Ownership Center (OEOC) at Kent State University is a non-profit, university-based program established in 1987 to provide information and preliminary technical assistance to Ohio employees and business owners interested in exploring employee ownership.  Business ownership transition within families is declining.  A 2004 Small Business Administration study found that in family-owned businesses, only 15% transitioned successfully to the second generation and just 5% to the third. The Succession Planning Program provides business owners with the information to begin the succession planning process. Advance planning improves the odds that the family is taken care of, the business remains viable, the owner gets fair value out of the business and the business continues to pay taxes and provide jobs in the community.  Senator Brown is requesting $250,000 to enable the Center to specifically target proactive outreach to companies that need it most and offer the most benefit to the community through continued operation. This program will provide initial contact with 300-400 businesses and provide 3-5 new loans for employee-owned firms.

Project: INSPIRE! Fund
Requestor:  Youngstown Edison Incubator
Location:  Youngstown, Ohio
Amount: $150,000
Description and interest of taxpayer:  Senator Brown is requesting $150,000 for the Youngstown Edison Incubator INSPIRE! Fund.  Youngstown Edison Incubator and its portfolio companies have secured awards, and generated metrics and performance measures that validate their ability to be this catalytic environment.  To improve economic prosperity in the region, a robust entrepreneurial and innovative environment must be cultivated and maintained.  The INSPIRE! Fund will enhance the entrepreneurial resources at Youngstown Edison Incubator to accelerate the development of technology-focused Portfolio Companies into viable business ventures that remain resident in Ohio.  This will generate sales growth and create full time, high skilled jobs.  INSPIRE! will have regional impact in the 21 county area of Northeast Ohio. 

Project:  Job Creation through Industry Cluster Development
Requestor:  Northeast Ohio Technology Coalition
Location:  Cleveland, Ohio

Description and interest of taxpayers:  The Northeast Ohio Technology Coalition (NorTech) is a 501(c)(3) economic development organization that leads the technology agenda for a 21-county region within Northeast Ohio.  The mission of NorTech is to build a vibrant and globally-competitive economy by linking and leveraging the region's technology, entrepreneurship, and innovation assets.  NorTech has piloted a new model to assist the region's educational institutions and small businesses in taking innovative ideas to commercialization by providing the critical seed funding and business expertise that is necessary to create new jobs through enterprise formation and growth.  Senator Brown is requesting $500,000 to support new business formation, small business growth and job creation in the energy and electronics technology clusters by providing the earliest stages of seed funding for high potential projects.

Project:  Northeast Ohio Minority Business Attraction Initiative
Requestor:  Team NEO

Description and taxpayer interest:  Senator Brown is requesting $250,000 for Team NEO’s Minority Business Attraction Initiative.  Team NEO is a not-for-profit organization with the mission to advance Northeast Ohio's economy by attracting businesses worldwide to the 16-county North East Ohio region.  The goal of the Northeast Ohio Minority Business Attraction Initiative is to identify established minority businesses worldwide that are looking to expand operations and are interested in Northeast Ohio for a potential expansion site.  The goal is to make sure that a minimum of 5% of all new; qualified businesses that are recruited to Northeast Ohio are minority business enterprises.  This would create a minimum of $5 million in investment into Northeast Ohio.

Project:  Renewable Energy Business Incubator
Requestor:  The University of Toledo
Location:  Toledo, Ohio

Description and interest of taxpayer:  The activity of the University of Toledo’s Clean and Alternative Energy Incubator has made Northwest Ohio an epicenter for high technology economic development activities.  This project will help train and grow early stage businesses. The funding will assist in providing the necessary technology and communication facilities for incubating companies to conduct long distance business in a global economy.  Senator Brown is requesting $350,000 to help develop the full multimedia infrastructure of the conference room in the University of Toledo’s Clean and Alternative Energy Incubator for videoconferencing capacity to provide access to SBA training and virtual meeting capability for renewable energy entrepreneurs.  It will also provide a computer lab to enhance skills and promote development of technology based entrepreneurs and businesses enabling the incubation program to be even more successful in serving new technology energy companies that want to locate in the area.

Project:  Rural Economic Development Initiative
Requestor:  Foundation for Appalachian Ohio
Location: Nelsonville, Ohio
Amount:  $500,000
Description and interest of taxpayers:  Senator Brown is requesting $500,000 Rural Economic Development Initiative.  The mission of the Foundation for Appalachian Ohio (FAO) is to enrich the current and future quality of life in the 29 counties of Appalachian Ohio by fostering access to opportunity.  In 2007, FAO launched a new initiative to increase resources and investment to rural Ohio.  Through this initiative, it became apparent that additional services must be provided to maximize rural economic development impact.  As a result, FAO created the Rural Economic Development Initiative to target rural and low-income counties throughout Ohio in providing small business assistance, training for entrepreneurs and related community development leaders. With a two-year successful track record, this 2007 initiative is ready to be expanded to include additional services to meet the needs of the community and to collaborate with established Appalachian organizations.  Specifically this funding will assist in providing important services such as training programs for business management, regional collaborations, development of business plans, and classroom training.

Project:  Sensor System Center of Excellence
Requestor:  Lorain County Community College

Description and interest of taxpayers: Since 1963, Lorain County Community College (LCCC) has served as a vital and dynamic leader for education and economic development in Lorain County and across Northeast Ohio.  The Sensor System Center of Excellence will enhance LCCC’s economic development, educational and entrepreneurial program’s ability to develop the businesses and employees that will help revitalize the economy in Northeastern Ohio.  Funding will be used to upgrade the technological capabilities of the Great Lakes Innovation and Development Enterprise (GLIDE), Micro-Electro-Mechanical Systems (MEMS) Center of Excellence, and the Innovation Fund of the LCCC Foundation.  Senator Brown is requesting $500,000 to provide the facilities and equipment necessary to create new companies and industries that will address modern technological problems in Ohio.

Project:  Veterans Outreach and Business Development Center
Requestor:  Cuyahoga Community College
Location:  Cleveland, Ohio

Description and interest of taxpayers:  Cuyahoga Community College (Tri-C) is the first and largest community college in Ohio.  In fall 2007, Tri-C established the Veterans Outreach and Business Development Center to serve veterans and their family members.  Senator Brown is requesting $500,000 to enable Cuyahoga Community College to increase the capacity of the Veterans Outreach and Business Development Center. Veterans will receive comprehensive support that includes educational opportunities, assessments, and counseling needed for economic self sufficiency and sustainability through small business development and entrepreneurship.   It is estimated that 1,100 veterans will benefit from comprehensive services during FY10 that will move them into careers with growth potential and provide them with the skills they need to pursue small business and entrepreneurial projects.

Non Military Construction Projects:
Project:  Advanced Materials & Process for Armament Structures (AMPAS)
Requestor:  American Engineering & Manufacturing, Inc
Location:  Elyria, Ohio
Amount:  $9,400,000
Description and interest of taxpayers:  This program was initiated to provide significantly lighter components for military equipment intended to increase ease of use and transport of equipment. The goal of this program is to develop new methods of producing light metals such as titanium. This program continues to implement pilot-scale research, with capital equipment, using native Ohio titanium production facilities for low-cost titanium products used in U.S. Army applications. The ability to successfully transfer commercially-developed metal-forming technologies into Federal agencies is a key contributor to U.S. readiness, technological superiority, and economic competitiveness.  For fiscal year 2010, the program will enable two technologies that will further reduce the fabrication cost of titanium wire.  It will combine casting and rolling technologies into a single system.

Project:  Advanced Microcircuit Emulation Program
Requestor:  Sarnoff Corporation
Location:  Columbus, Ohio
Amount:  $4,900,000
Description and interest of taxpayers:  The Defense Supply Center Columbus, Ohio, and Sarnoff Corporation have a government-industry partnership to provide managerial and technical expertise to re-manufacture, form, and fit equivalent microcircuits no longer procurable by the U.S. government. These remanufactured electronics are required to maintain the readiness and reliability of the United States Armed forces. These manufacturing facilities are aging and require updates to produce more complex microcircuits for the military while lowering the cost and time to get needed replacement devices.

Project:  Advanced Technical Intelligence Center
Requestor:  Advanced Technical Intelligence Center for Human Capital Development
Location:  Beavercreek, Ohio
Amount:  $9,000,000
Description and interest of taxpayers:  The mission of the Advanced Technical Intelligence Center (ATIC) for Human Capital Development (HCD) is to serve as a national center for technical intelligence education, training, research, and academic studies.  Federal funding will support education and training needs for up to 1000 new intelligence jobs in the area in the next five years. ATIC provides an opportunity to solidify the region as a Center of Excellence serving the Department of Defense, the Intelligence Community, industry, and academia.

Project:  Beryllium Supply Industrial Base
Requestor:  Brush Wellman Inc.

Description and interest of taxpayers:  The Beryllium Supply Industrial Base project will ensure the establishment of a domestic production capability for beryllium metal to meet essential national security requirements. Beryllium is a strategic metal, critical to many advanced weapons systems currently in use by the transformational Armed Services.  Its unique combination of light weight, stiffness, and thermal properties makes it the material of choice for components and structural applications in systems ranging from surveillance satellites to hand-held infra-red target designators used by ground troops. 

Project:  Cellular Therapy for Battlefield Wounds
Requestor:  Arteriocyte, Inc.
Location:  Cleveland, Ohio
Amount:  $3,500,000
Description and interest of taxpayers:  Within the military, tissue damage occurs in an estimated 80% of combat casualties. Wound healing and amputation prevention are top priorities for the Armed Services.  This project responds to these needs by utilizing a patient’s own stem cells to restore blood flow in damaged tissues and accelerate healing.  The funding requested is for Phase III of the project to broaden the clinical study to revascularize damaged tissue, restore strength and function to a wound, and improve muscle integrity.  Arteriocyte’s cellular therapy would result in rapid healing, reduction in infections, better patient recovery, and lower long-term medical costs.

Project:  Center for Aircraft Development (UAV) as a Sensor Platform

Description and interest of taxpayers:  The National Composite Center (NCC) is a 501 (c)(3) technology organization which is the industry leader in promoting, developing, and applying advanced composite technology to the aerospace, defense, ground transportation, commercial, and infrastructure markets.  This project will enhance Wright Patterson Air Force Base’s ability to rapidly design, build, test, and deploy new sensor platforms for Department of Defense use.

Project:  Center for Education and Research on Corrosion and Materials Performance
Requestor:  The University of Akron
Location:  Akron, Ohio
Amount:  $3,000,000
Description and interest of taxpayers:  In partnership with Department of Defense’s Office of Corrosion Policy and Oversight, The University of Akron is establishing a comprehensive undergraduate education program in the field of corrosion engineering and science.  This effort will create corrosion-specific, accredited engineering degrees at the associate and baccalaureate levels, as well as deliver industry-accredited workforce development certification courses.  The University of Akron’s corrosion education program will also provide a unique opportunity for undergraduate research in the corrosion mitigation field. 

Project:  Defense Metals Technology Center
Requestor:  Defense Metals Technology Center
Location:  Canton, Ohio
Amount:  $3,000,000
Description and interest of taxpayers:  The Defense Metals Technology Center (DMTC) was formed in January, 2007 in order to establish an industrial base capable of affordably producing strategic metals - such as titanium. The organization addresses the identified needs of the U.S. Military in the development and manufacture of vital defense materials. Utilizing the combined strengths of the metals industry, military and academic sectors, the DMTC is a direct response to the U.S. Army Armament Research, Development and Engineering Center's (ARDEC) call for a secure industrial base that competitively increases the production of defense materials.

Project:  Development of Mobile Wind Turbine Systems to Power Forward Bases
Requestor:  Twenty First Century Energy
Location:  Fairborn, Ohio
Amount:  $4,000,000
Description and interest of taxpayers:  This program will develop advanced, transportable, low-cost wind turbine technology to power forward bases and also make wind power a more attractive power source for small businesses and educational facilities. Funds will be used to design and build a wind turbine system optimized for low-speed wind, develop composites manufacturing technologies to enable high-efficiency blades and transportable structures, and technologies for reducing manufacturing and installation costs.

Project:  Early Detection Post-Traumatic Stress Disorder (PTSD) Program for the Military
Requestor:  Analiza, Inc.

Description and interest of taxpayers:  PTSD diagnosis is a complex, lengthy process that often occurs years after initial onset.  This project would improve the diagnosis of PTSD by developing an objective physiologically-based test.  The availability of a simple, accurate, and low-cost blood test could revolutionize the way in which PTSD is approached today.  It would enable fast responses to early symptoms and expeditious treatment of those affected.

Project:  Enhanced Detection Adjunct Processor (EDAP)
Requestor:  Electronic Concepts and Engineering, Inc
Location:  Holland, Ohio
Amount:  $6,000,000
Description and interest of taxpayers:  The EDAP improves the capability of existing surface search radar systems to operate in moderate to high sea states by eliminating sea-return clutter which masks radar returns from small surface targets.  EDAP will aid Navy ships in self-defense, and safety of navigation.  This affordable increase in capability is achieved by adding a processor with specialized software to existing surface search radar systems. 

Project:  Electronic Motion Actuation Systems (EMAS)
Requestor:  Moog Inc.: Flo-Tork Facility
Location:  Orville, Ohio
Amount:  $4,000,000
Description and interest of taxpayers:  The Department of the Navy has repeatedly stated its desire for an all-electric ship using EMAS technology.   By moving to EMAS technology, environmental hazards associated with traditional hydraulic systems will be eliminated.  Successful completion of the technology will reduce repair and maintenance costs. The objective is to begin placement of working units into submarine applications by calendar 2011. 

Project:  Friction Stir Welding Project
Requestor:  Manufacturing Advocacy and Growth Network (MAGNET)
Location:  Lima, Ohio
Amount:  $3,000,000
Description and interest of taxpayers:  The Manufacturing Advocacy and Growth Network (MAGNET) is a non-profit economic development organization that is dedicated to assisting new and established entrepreneurs grow their businesses.  The Friction Stir Welding Project would provide the necessary technical resources required to develop machine weld parameters and specifications for support of vehicle production.  These weld parameters and specifications will be developed, documented and verified to meet all production requirements in advance of production schedules associated with manufacture of the Expeditionary Fighting Vehicle (EFV) at the JSMC in Lima, Ohio. This project would enable the JSMC to remain at the cutting-edge of armored vehicle production and fabrication, thus ensuring the jobs and future of this facility.

Project:  Gabriel Feeding Tube for Battlefield Trauma Patients
Requestor:  Syncro Medical Innovations
Location:  Youngstown, Ohio
Amount:  $3,500,000
Description and interest of taxpayers:  The Gabriel Feeding Tube has been clinically-proven at the Brooke Army Medical Center  to offer the quickest, easiest method to achieve successful placement of a small bowel feeding tube for battlefield trauma patients.  In Phase III, Syncro will focus on clincially validating the technological ability of the Gabiel Magnetic system to allow for safe and quick passage of all feeding tubes beyond the trachea. Syncro will also develop the technnology to confirm when the tube has safely passed the trachea, which will eliminate the current need for an X-Ray on every feeding tube placed.  Eliminating the X-Ray will save patients and clinicians from being exposed to significant levels of radiation, and will substantially decrease the cost of the procedure.

Project:  High-Rate Polyimide Composites for Military Aircraft
Requestor:  Renegade Materials Corporation

Description and interest of taxpayers:  As military aircrafts become faster and more fuel efficient, their structures become hotter.  Renegade Materials Corporation has developed the next generation high-temperature composite material.  This project will make it possible for the Department of Defense to qualify, purchase and utilize a new, higher temperature, non-toxic composite material on its aircraft and spacecraft, both legacy and next generation.

Project:  Hybrid Materials Integration (HMI)
Requestor:  Edison Welding Institute (EWI)

Description and interest of taxpayers:  Edison Welding Institute (EWI) is a non-profit organization, serving as the national research and development center for welding and related manufacturing technologies.  EWI performs critical research and development, provides engineering services, and training and education projects for manufacturers in aerospace, automotive, and heavy manufacturing industries.  This project would develop technologies and approaches necessary to allow the new generation of materials that are lighter, stronger and more resistant to thermal and chemical attack to be efficiently incorporated into high-performance integrated structures. 

Project:  Integrated Engine Starter/Generator (IES/G)
Requestor:  GE Aviation Systems, Electrical Power

Description and interest of taxpayers:  This project is intended to complete the process of designing and developing an advanced electrical starter/generator system for the benefit of the F-35 and risk reduction on the emerging Long Range Strike program.  This project would provide improved power at a lighter weight and lower maintenance costs to directly meet the Department of Defense requirements. 

Project:  Intelligent Manufacturing to Meet National Needs
Requestor:  The Ohio State University
Location:  Columbus, Ohio
Amount:  $1,700,000
Description and interest of taxpayers:  This program expands research and educational programs for enhancing U.S. competitiveness in Intelligent Manufacturing.  Intelligent manufacturing requires the inclusion of physics-based models and state-of-the-art analysis and control to develop the next generation of manufacturing processes and systems. The initial thrust will be in research and education in small lot and rapid response intelligent manufacturing. This program meets an important national security requirement in addition to developing the U.S. technical workforce and it provides a means for U.S. industry to maintain and enhance an important capability in the U.S. market.

Project:  Lightweight Lithium-Iron Disulfide Batteries
Requestor:  Energizer Battery Manufacturing, Inc.
Location:  Westlake, Ohio
Amount:  $3,500,000
Description and interest of taxpayers:  The purpose of this program is to continue the development of lightweight, lithium-iron disulfide batteries for use in high power applications and devices, including radios, lights, night vision goggles and sights, global positioning systems, and digital surveillance sensors.  Performance requirements for military grade portable power sources are much more demanding than commercial batteries because the operating environment is more abusive with respect to temperature, humidity range, and water resistance.  Additionally, they must function reliably even when subjected to multiple occurrences of shock, drop and vibration.  Continued innovation to develop leading edge lithium primary battery designs and products will significantly lighten the load carried by our armed forces personnel while providing superior performance, safety and reliability.

Project:  Liquid Crystal Laser Eye Protection
Requestor:  Alpha Micron
Location:  Kent, Ohio
Amount:  $4,600,000
Description and interest of taxpayers:  The properties of liquid crystals have long been known to have the ability to control light transmission and are used for a variety of applications ranging from laptop displays to watch displays. New liquid crystal devices for laser and nuclear blast protection have been developed by AlphaMicron with great potential to protect sensors against known threats. This project would develop these systems to be implemented on curved plastic substrates for direct implementation on pilots’ visors.

Project:  Metals Affordability Initiative (MAI)

Location:  Dayton, Ohio
Amount:  $10,000,000
Description and interest of taxpayers:  The mission of Metals Affordability Initiative (MAI) is to maintain leadership in the strategic aerospace metals industrial sector by using technology innovation to maintain global competitiveness while improving performance and increasing affordability of weapons systems.  This funding would allow initiation of four new high-impact programs, as well as sustaining ongoing programs.  These new industry-led programs will be directed at improvement in total systems cost, fuel savings, energy management, and the reduction of environmental impact.

Project:  Micro Fuel Cell Commercial Development
Requestor:  UltraCell Corporation
Location:  Vandalia, Ohio

Description and interest of taxpayers:  The UltraCell Reformed Methanol Micro Fuel Cell (RMFC) is the only system in its class to have undergone extensive Military Specification qualification testing and field trials.  UltraCell¹s team has extensive experience in all aspects of fuel cells, including research, product development, and manufacturing.   The company has developed new technologies and intellectual property in the field of methanol based fuel cells. This project will advance the development of smaller and lighter micro fuel cells for military use. 

Project:  Military Base Energy Efficiency and Integrated Energy
Requestor:  Woolpert, Inc.
Location:  Dayton, Ohio
Amount:  $5,000,000
Description and interest of taxpayers:  Woolpert will partner with the University of Dayton Research Institute to develop advanced energy audit methods for Wright Patterson Air Force Based (WPAFB).  The plan would include recommended repairs or upgrades that can be completed as part of the annual operations and maintenance budget.  Executive Order 13423 calls for improved energy efficiency by 3% annually through the end of fiscal year 2015.  This project would enable WPAFB to meet and exceed the requirements of this order.

Project:  Nano-Composite Structures Manufacturing Technology Development
Requestor:  Vector Composites
Location:  Dayton, Ohio
Amount:  $3,000,000
Description and interest of taxpayers:  This project would develop and demonstrate affordable composites infusion manufacturing technology using higher performance nano-materials and nano-composite structures in multi-functional integrated electronics and structures components for aerospace and defense system applications.  The nano-composite materials and structures manufacturing technology development and demonstration from this R&D project will meet national defense needs by providing lighter weight and lower cost composite structures manufacturing processes for defense systems applications such as sensor and weapon platforms.

Project:  Neuroimaging in the Management of Post-traumatic Stress Disorder (PTSD) Study
Requestor:  Cleveland Clinic
Location:  Cleveland, Ohio
Amount:  $1,000,000
Description and interest of taxpayers:  A large percent of returning military personnel from the Iraq and Afghanistan conflicts have experienced persisting symptoms consistent with the diagnosis of PTSD.  PTSD can cause significant impairment in social, occupational, and other important areas of everyday functioning.  Federal funding would be used to conduct a controlled clinical trial testing the efficacy of advanced neuroimaging technicques in diagnosing and management of PTSD.  This proposed study will complement ongoing Department of Defense-funded studies using neuroimaging techniques in the setting of traumatic brain injury.  The overall goal of this project is to recommend to the Department of Defense and the Department of Veterans Affairs the optimal methods for assessing and treating PTSD.

Project:  Neuroscience Clinical Gene Therapy Center
Requestor:  James Cancer Hospital, The Ohio State University Medical Center
Location:  Columbus, Ohio

Description and interest of taxpayers:  This project would expand the neuroscience clinical gene therapy center at the Ohio State University Medical Center - James Cancer Hospital of OSU and Nationwide Children’s Hospital Research Institute (NCH) to target therapies for incurable cancers and neuromuscular disorders, including phase I clinical trials.  NCH will expand on its expertise and facilities in Good Manufacturing Practices (cGMP) of biologic agents for muscular dystrophies into cGMP production of biologic agents for the experimental treatment of adult and pediatric cancers (brain, spinal cord, pancreas, others).  The Center will be a partnership between the Air Force and Ohio State University and Nationwide Children’s Hospital to provide optimal care to patients and to improve our understanding of the diseases. 

Project:  PaintShield for Protecting People from Microbial Threats
Requestor:  The Sherwin-Williams Company
Location:  Cleveland, Ohio

Description and interest of taxpayers:  America’s military personnel are increasingly exposed to air and surfaces contaminated with microbiological threats that pose a significant risk to health, with implications ranging from decreased productivity to death.  In response to these threats to human health and national security, the Sherwin-Williams Company is developing the PaintShield coating technology, a cost-effective, interior paint platform that will render microbiological threats harmless upon contact. The requested Federal funding for this project will facilitate significant increases in research and development programs for an expanded array of related environmental health applications.

Description and interest of taxpayers:  Modern sensor systems used by the military, homeland security and disaster response personnel generate an enormous amount of data.  Currently, this data cannot easily be stored, retrieved and viewed because traditional computing systems are overwhelmed with the magnitude of the data.  This program will develop new data storage and retrieval technologies that will allow the military as well as disaster response teams to store, retrieve and view data on any location with improved functionality greatly increasing their ability to perform their respective missions.

Description and interest of taxpayers:  This project would provide the Ohio National Guard (ONG) with the additional capacity needed to transition to an operational reserve force.  Beightler Armory, originally built in 1965, serves as the state headquarters of the Ohio National Guard.  The Ohio National Guard has changed dramatically in the last five years.  Since 09/11/2001, The Ohio National Guard’s Joint Operations Center (JOC) has been responsible for tracking the location and status of every member of the ONG.  It controls the movement and status of members during training, and as they serve on active duty in every corner of the world, 24 hours a day, 7 days a week.  The current JOC is inadequate to fully meet the command and control requirements of the force.  It is too small and poorly configured for routine, daily operations, and it makes crisis response extraordinarily challenging.

Description and interest of taxpayers:  This project would provide the Ohio National Guard (ONG) with the additional capacity needed to transition to an operational reserve force.  Beightler Armory, originally built in 1965, serves as the state headquarters of the Ohio National Guard.  The Ohio National Guard has changed dramatically in the last five years.  Since 09/11/2001, The Ohio National Guard’s Joint Operations Center (JOC) has been responsible for tracking the location and status of every member of the ONG.  It controls the movement and status of members during training, and as they serve on active duty in every corner of the world, 24 hours a day, 7 days a week.  The current JOC is inadequate to fully meet the command and control requirements of the force.  It is too small and poorly configured for routine, daily operations, and it makes crisis response extraordinarily challenging.

Description and interest of taxpayer:  Funding would support the purchase of equipment to expand and digitize a national archive of tissues of children and women’s cancers to advance treatment and research.  By digitizing these valuable, clinically annotated tissues and making them available via Internet connection, the project will improve research, diagnosis, treatment, and teaching for pediatric and women’s gynecologic cancers.

Description and interest of taxpayer: The Cincinnati Riverfront Project (CRP) will provide bank stabilization and assist in flood control efforts along the Ohio River at Cincinnati, and it will result in a major new park.  It will link the Central Riverfront attractions to Downtown Cincinnati and other riverfront parks including Theodore M. Berry International Friendship Park, the Public Landing, and Bicentennial Commons, achieving nearly three miles of continuous riverfront park and recreation space.

The project goals are to lower direct and indirect impacts of traditional sources of energy, working with industry to rapidly commercialize electrical energy conversion and management technologies, especially for alternative/renewable energy sources for next generation lighting in residential, industrial and automotive applications.

Project:  Solar Photovoltaic Array

Description and interest of taxpayer: Funding would support the installation of a 100 kilowatt photovoltaic array that would provide power to a large scale multi-use development, with 33 mixed income housing units and 24,000 sq. ft of commercial space which will be linked to the surrounding facilities.  The U.S. Green Building Council has designated the project as a national pilot for the new LEED Neighborhood Development certification.

Project:  Research Equipment for Genetic Markers of Environmental Exposure

Description and interest of taxpayer:  The requested funding would support upgrades to the clean room at the Stark State Fuel Cell Prototyping Center (FCPC) to accommodate the Print Verification Line (PVL) equipment, and for the development of the manufacturing process.  These fuel cells offer high efficiency and low carbon foot print while operating on natural gas and renewable fuels.  Located on the campus of Stark State College of Technology in North Canton, OH, this project will bring critical Fuel Cell Active Tube (FCAT) development to the US, provide training opportunities through internships with Ohio students, and it will impact future decisions on manufacturing. 

Project:  Toledo Windpower Demonstration Project
